Panhandleing

okay for a school project type thing i am required to find information on panhandleing, panhandleing is where a person is on the side of the road begging for money, and some ppl think it should be illegal! Me… i think not, i mean there hobos so what? Help me out plz!! :D
(oh and btw im in high school now so thats why i havent been on in so long, and i just now remembered the accont name, and on my comp at my house (im at school right now) i had to make a new acct cuz my previous one had a virus… so yah) anyway I hope you help out!
